PUPA is an international team of urban planners who have been professionally and strategically shaping urban spaces in Lithuania and abroad for more than 10 years. While urban planning is still often perceived in a very narrow way (i.e. as simply planning footpaths or green spaces), we take on projects that listen to communities, respond to the needs of different people, and, most importantly, have a real and lasting impact. There are many who can shape a beautiful urban space, but getting people to spend time there every day requires a demanding vision, analytical thinking and consistent work. This is the PUPA advantage.<\/p>\n
The PUPA team has gained experience in the Netherlands, UK, Spain and other countries, and has won many Lithuanian and international awards.<\/p>\n
We use innovative and creative approaches to solve urban problems. These approaches often challenge established norms and working practices, but that is what inspires us and drives us forward.<\/p>\n

Linkedin<\/a><\/pre>\nstudied architecture at Vilnius Gediminas Technical University and earned a Master\u2019s degree in Urban Planning from TU Delft University. In the Netherlands, he worked for three years on international projects in Morocco, the USA, China, and other countries. In 2009, he founded PUPA, where he currently serves as director. Tadas teaches at Vilnius Tech University, previously worked as an advisor to the City Architect at Vilnius Municipality, served as an expert at the Lithuanian Council for Culture and the URBACT programme, and is currently pursuing a Master\u2019s degree in Management at ISM University.<\/p>\n
Justina Muliuolyt\u0117<\/h2>\n
Linkedin<\/a><\/pre>\ngraduated from Vilnius Gediminas Technical University with a Bachelor\u2019s degree in Architecture, from TU Delft University (Netherlands) with a Master\u2019s degree in Urbanism, and from ISM University with a Master\u2019s degree in Management. She also studied in Italy and Argentina through exchange programs and completed an internship in Spain. In 2009, she founded PUPA. Justina is a lecturer at Vilnius Tech, a member of the Urban Planners Association LUIT, and an expert at the Lithuanian Council for Culture.<\/p>\n
Gytis Aglinskas<\/h2>\n
studied architecture at Vilnius Gediminas University of Technology, did Erasmus student exchange in Spain. He gained experience in different studios of architects and urban designers, working with projects of various scales, from idea generation to preparation of technical projects and their implementation. In 2017, Gytis did his internship at PUPA studio and in 2023 has joined the team again.<\/p>\n
Rokas Jonu\u0161as<\/h2>\n
Linkedin<\/a><\/pre>\nearned a Master\u2019s degree in Architecture from Vilnius Tech University and studied in Belgium and Portugal through exchange programs. Rokas has experience working in architectural offices and the film industry, and in 2025, he joined the PUPA team.<\/p>\n
Aist\u0117 Pakamoryt\u0117<\/h2>\n
Linkedin<\/a><\/pre>\ngraduated from Vilnius Tech University with a Master's degree in Architecture, her thesis focused on shrinking cities. Aist\u0117 has experience working in architectural offices, and since 2025 she has joined the urban planners PUPA team.<\/p>\n
Laura Nork\u016bnait\u0117<\/h2>\n
Linkedin<\/a><\/pre>\ngraduated from Vilnius Tech University with a Master's degree in Architecture, and during her studies she studied in France and Portugal on exchange programs. Laura previously worked in the student representative office and various architectural offices, and since 2025 she has joined PUPA team.<\/p>\n
Vaida Kulikauskait\u0117<\/h2>\n
Linkedin<\/a><\/pre>\nis studying for a Master's degree in Landscape Architecture at Vilnius Tech University. This is not Vaida's first profession, she has already graduated in multimedia design, worked in advertising, creative industries, and landscaping. Vaida previously completed an internship at PUPA and rejoined the team as a landscape architect.<\/p>\n
